95 club car ds regen wont move

95 cc regen new batteries have 48v at selonoids with the cart jacked up if you spin the wheels it tries for a second to go then stops and the batt light comes on after about 30 min of checking wires and reading voltages but the batteries are new and charged and load tested any help would be appreciated thanks

Ok some more info the motor key off F1=11.85, A1=49, F2=11,85, A2=49
turn the key on sol clicks then they read F1=11.85, A1=50.4, F2=11.85 A2= 50.4
the sol not activated red wire50.4v the other side48.2 closed sol 50.4
