Default Cant figure this out

I have 36v lestronic 2 charger. battery pack on cart was low so i brought batteries up enough but when i plug charger in, relay closes but no reading on ampmeter and hum softly. The reading on the pack while charging is none. reads same as pack when charger is off. so i figured it was capacitor. I had an old 36v textron charger that i know works so i took out the capacitor from it to try. couldnt read the microfarads. so when i plug in charger and take a reading on the pack, the pack actually declines in volts, by about 2 or 3 volts. still no reading on ampmeter and still soft hum from transformer. when i unplug chrger the pack goes back to the original reading which was 2 or 3 volts higher than when charger was on. what the heck is going on. cant figure this out. help!

if i bypassed the charger cord correctly the transformer measures 7-8 volts with and without capcitor
