They are still bad... If you were to try taking reading while the cart is in use I'm sure that you will find that they are dropping voltage heavily while in use. Any thing under 42 volts while in a loaded condition such as climbing a moderate hill means they are toast...

Test them after sitting overnight not connected to the charger, and report them. Anything under 12.5 volts as going south much too fast....
