Default 2003 48v Club Car w/Power Drive Charger not Charging

2003 Club Car, 48v, s# AQ0339-328014, bat 8 months old, water level good, POWER DRIVE charger.

hydrometer shows batteries need charged. Voltmeter shows 48 volts across all batteries.

PROBLEM Plug the charger in and charger comes on and reg 18v for 15 seconds, goes to 0, and back to18v like it should. However, only charges for about 4 minutes and turns off..... But hydrometer still shows batteries need charged.

Have tried to reset OBC by turn key off, rocker switch to off tow/run to tow, undoing neg cable, ...... tow run to run, rocker switch to rev, key to on, gas pedal to full speed..... (backup buzzer does not go off) but held pedal down for 10 minutes.. switch back to off, tow back to tow, rocker switch to off, reconnect neg cable.

Same problem

What do I try next.

Charging plug has a red wire going to first positive bat term, and a black and gray going to OBC

To bypass abc should I ground the black to the last neg battery terminal?
Is that my next step?

Thanks

to by pass OCB
DO AT YOUR OWN RISK.…do not attempt unless you are familiar with electricity and electronics!

disconnect the cart’s gray wire at the fuse near the charger receptacle. Then using a jumper wire, connect the receptacle side of the fused connector to the cart’s negative battery terminal. This will energize the charger’s 48V relay. If the charger doesn’t come on, it could be bad connections, wiring or charger relay.
