Precedent IQ rolling downhill
I have an '07 Precedent IQ, which is driving very slowly. So, I went to test my speed sensor, parked on a hill, let off the brake. The cart rolls freely and does not slow down at all. It does beep though. I wasn't clear if beeping AND rolling freely meant the speed sensor was bad, or if there should be no beep also. The cart is moving very slowly in forward direction, but faster in reverse.

Sounds like your speed sensor is bad, since you have no braking at all. I would replace it.
