Default Regen no go

I have a 2003 Regen cart that does not do anything. Here is what I have checked so far. Any other suggestions?

Pack voltage 51v
All wires & connections have been checked
Micro switch in v glide replaced & contacts cleaned/lightly sanded
The cart does absolutely nothing, no clicks
If I jump the 2 big posts on the solenoid I get the reverse buzzer but nothing more.
I have full pack voltage between 2 big posts.
When I depress the pedal no volts at all between small posts
Charger works fins and the cart takes a charge

You will read full pack voltage across the solenoid's large posts if there is a precharge resistor in place. Otherwise it indicates a welded solenoid.

Assuming no click is activation circuit related. You need to test from the activation circuit source. Which regen I or II?

It s actually a 2000. It is the regen with the coil/solenoid on drivers side in back.

When you jump the solenoid and get the reverse buzzer to sound, does it sound all the time (in F, N, and R) or just in Reverse?
