Do both the left and right rear tires lock up or just one and is it with just a light touch to the brake like when you first apply the pedal?

Had the above situation with my Precedent and the left rear would lock up so I just backed off the brake shoe adjustment to give it more play and it's fine now.

Sounds like your rear axle is loose.

I'll agree with both points!

My 98 48V was doing the same thing about a year after I put the lift on it.
So I replaced the brake shoes, they would still "bite", but didn't lock up,
I found out a few days later, that the U bolts were slightly loose,
I tightened them up, no more problems!
