Default Battery pack voltage is 46.4

My 48 volt battery pack is only at 46.4 after a full charge in 2009 Precedent.
Individual battery voltages are:
7.75
7.74
7.28
7.85
7.90
7.88
It also has lights wired on the first 2 batteries at 16 volts.
It has a Bluetooth amplifier wired to the first 3 batteries at 24 volts.
What are possible problems causing the low voltage?

You either have a charger problem (not charging at all) or a full set of dead batteries. I would vote for a charger problem if your batteries have not been abused. Check the water levels and check your charging current if you can.

With numbers that low your charger may not be able to access the battery SOC to charge them at all. You may need to charge batteries in groups of 2 (16V) to give them a boost so the golf cart charger can attempt to get them to their highest potential....Or you have a set of dead batteries. How old are they?

How old are your batteries and did this just happen all of a sudden or gradually over time?

Hook up your charger.
Check the pack voltage while charging (should be drawing 10-15 amps on your charger).
Is the pack voltage reading 52-61 volts while charging? Check it multiple times periodically.

If it's reading like 50 volts, you've got an issue with the charger or dead batteries.
I would also do a hydrometer test on them all.
I would also check the water level and add accordingly.

You will know if the charger is charging properly by the voltage during charge.

Also check the build up on your plates when checking for water levels.

UPDATE: I took the cart to a dealer so that he could look at it. He put his charger on it and it charged the batteries without prematurely shutting off. He said that my charger was bad. Bought a new charger and it is good so far. Old charger would only charge for about 20 minutes, new charger ran for about 10 hours before turning off. Batteries are at full charge and cart is running fine.

What did you do with the old charger? They are normally highly repairable without a lot of cost in parts and worth $175 to $250 depending on your location....FYI.

The dealer bought it for $50 so that he could rebuilt it and resell it.
