Default Precedent brake locked

I have a 2007 Club Car Precedent. I decided to clean the brakes. I removed the drums and cleaned the springs, pads, etc with Brake Cleaner. I will start off by stating that the brakes worked fine before cleaning. This is a 4 inch lifted cart.

I put the drums back on and I was able to turn the passenger side wheel freely by hand. The driver side drum went on snug and now I am unable to turn the driver side wheel, it is locked. I have loosened the brake pedal adjuster and still unable to turn the driver side wheel. I have attempted to take drum off again but cannot get it off.

Any ideas on how to free the driver side wheel?

You probably have the brake shoes on upside down or backwards. There is a top and bottom and a front and rear brake shoe. Compare the side that works with the one that doesn't and see what's different.
Almost forgot try a dead blow hammer to get the drum off.

Tap the drum with a hammer to help break it free. Some drums have threaded holes where you can thread a bolt into and press the drum off.
Also, make sure there is no tension on the cable or pull mechanisms.

You can also attempt to gently pry the drum to work it loose.

I would guess your installation had some form of issue after cleaning and is causing the issue.
