Default 89 CC lift and torque help

I am about to lift my 89 Club Car (36 volts) but I have several questions. All my riding is off road, primarily old logging roads, and the terrain is rolling (and sometimes pretty muddy). I don't know whether to go with a spindle lift or an a arm. I am also concerned about torgue. I currently am running
19.5X9.5X8 knobby tires on the back and performance is fair on steep hills, but once lifted, I am certain I will want more torque. Also, I am concerned about lower speeds being a problem. Is there a way to boost torque without a large increase in speed. I realize that these may be stupid questions, but I really need some advice.
Thanks,
Larry.
