08 precedent stutters forward @3mph even in reverse

Barely moves, jerky at about 3 mph. In reverse, alarm sounds but still moves forward same way.

If cart is barely moving in forward, regardless of the position of the F&R selector, the controller has failed and needs to be replaced.
