Thanks for all the responses so far, so I believe it is all connected properly, when the pedal is depressed I get a springy sound from solonoids not a click, if I by pass the connector from the charge receptacle to the negative of the last battery the charger hums but does not show amperes. The charger does click when plugged in. Should the solonoids click? How can I test if they are good? They are brand new along with batteries and charger. Can the obc be bypassed to test the rest of the electronics?

The solenoids should click when you depress the pedal, but only if the controller is powered up and working correctly. The OBC provides power to the controller circuit to power it up. If the OBC is bad, it won't power up the controller. Your charging issue sounds like you either have a bad lead fuse bolted to the back of the charger receptacle or the on-board computer charging circuit has failed. This can be tested by placing a 10 gauge jumper wire from the back of the charger receptacle where the negative wire bolts to the fuse, and running the other end of the wire to the main negative battery post. Plug the charger in, once it clicks, you should see amperage on the meter. If the fuse tests good for continuity, the OBC is bad and it needs to be replaced. The controller is another issue. You have the dreaded "Regen 1" system that is famous for having more problems than it's worth. The controller is no longer available and aftermarket controllers for that system have been proven to be no better. If they're even available anymore. Common procedure for this cart is to completely re-do the electronics and convert it to a much more modern IQ system that is proven to be much more reliable and much easier to work on. About bypassing the OBC, I'm sure there's a way, but to be perfectly honest with you. With the reputation that these Regen 1 cars have, I've never investigated enough time into figuring out exactly how to bypass the OBC on these cars. Forum member, Sergio, may be able to take one quick look at that diagram I posted and figure out how to do it. But as for me, I recommend ripping all the guts out and building it into something worth having.
