it has been doing both, when I start out on flat ground it will spin the tires in the dirt, but when I start up a paved hill I can only go 2 mph. I have wired it per 87 club car schamatic. thanks for the help

On jack stands check to see that all 5 solenoids are working... Possibly only #1 & 3 are working?

Get a meter on those batteries to see what kind of voltage you have. Stock electric carts do slow down on hills some. When a 5 solenoid cart jumps into high speed it usually is a bad solenoid, are your resistor coils all good, no cracks and coils not touching together.
