With the negative side of the meter on the battery pack negitive and the positive lead on the small red wire in the solenoid. With the wire disconnected I get pack voltage, I also get pack voltage at the micro switch both in and out. As soon as I connect the red wire to the solenoid I get 0 volt reading.

Do You have the pedal pressed or is the +48v present on that wire the entire time (while disconnected from the solenoid)?

I am trying to determine if the voltage You are reading is just the logic voltage from the controller when no load is present.

Is the voltage there if the red wire is disconnected from the controller Terminal #1?

Yes voltage is present when #1 is disconnected

Disconnect the 2-pin connector from the MCOR.

If the voltage is still +48v, You have something miswired.

If the voltage is 0v, connect all of the wires back (solenoid and controller).

Use a large paper clip to jump the 2-pin connector on the harness.

The solenoid should activate.

Nope, here is what I did

Jumped out 2 pin connector

Ran new wire (green/white) from mcor harness to micro switch

Reinstalled solenoid and #1 on controller

Hooked up battery no click with or without pedal either direction

Meter grounded on battery pack neg, checked voltage at solenoid 0 volts

removed positive from solenoid 22 volts?

With meter still connected to solenoid positive wire I unpluged # 1 on the controller 49 volts

Also completed the same steps on the output of the micro switch to eliminate wire and got same results

Also when I ordered the new controller they sent me a 1204M which they said replaced the 1204-410. The new controller has the A2 lug which is for the regen brake, a 4 pin plug in should be for programmong and the spade connector for 1/2 speed reverse. I was assured by the vendor this controller would work in place of the old.

If You have the MCOR 2-pin connector jumped, it should not matter if the pedal is UP or Down since it should not be connected to the MCOR.

You must have a high resistance connection before the MCOR micro-switch.

Look at the diagram and trace the voltage backwards.

When the solenoid is measuring 0v on the positive activation, measure the voltage at the Key Switch Blue and Green wires.

If the Blue wire is 0v and the Green wire is +48v, the switch is the problem.

If the Blue wire stays at +48v, Your problem is between the key switch and the MCOR.

Edit:
The A2 is for Plug Brake, not Regen Brake.
The 1204M controller can support 9 different throttle types, hopefully it came programmed for the right throttle type.

I have already bypassed the key switch to make sure that was not an issue. The test were done with the switch bypassed. I will run a new wire from the switch to the mcor and see what happens.
