Default 89 36v motor in a 1996 club car

Just learning these things. I have a 1996 cc ds with a 48v direct drive,48v series wound, 3.1 hp, 10 spline motor. I was wondering if a 1989 36v direct drive, series wound, 2.0 hp 10 spline would bolt on and would this give me the extra speed people get with putting a 36v motor in a 48v system? Thanks for all the help in advance. I know I may have to put a hd f&r switch and maybe a new solenoid.

It should work fine. 1989 should have had a Kawasaki drive unit. If so, the motor output shaft is splined correctly for both applications.

Along with the motor, if I put a 6" lift with tires will I have any issues or do I need a new controller?

It depends on what you want to do with the cart. Installing a 27 year old motor on a cart with a higher voltage than it was intended typically works fine, however when you add a lift kit and more amperage, the motor is more than likely to have issues than not. If you're going to upgrade the cart, I recommend getting a motor that's designed for it and buying a controller that works well with the motor you choose. A heavy duty F&R switch, 2 or 4 gauge cables, and a solenoid upgrade will also be necessary, but the end result will be exactly what you want.
