2000 DS 48 volt very slow

I have a 2000 48 volt series with the multi step wiper board that is very weak. It has new batteries, and the owner has replaced the batteries cables with new 1 gauge cables. Where do I need to start? Batteries are 51 volts, and do not drop any when you try go. I'm leaning towards the wiper board, but I don't know much about how to test it. Thanks in advance for any help of where to start.

He really does have 1 gauge cables.

It will just barely move forward, and will only try to go in reverse. I tried to check the v glide potentiometer. Best I could tell, it starts out around 2 ohms then goes to 0 when I press the pedal. Should be 5-0 correct?

If it's a 5k-0 ohm 48v. multi-step he lost one of the resistors in the chain.

That's what I'm thinking. Can I replace it with a new resistor? What are they, 1k each?

Thanks! This one is a 48v 3 wire system, so I need to check each resistor according to the 3 wire system till I find the bad one and replace it?
