Does anyone know what this is?
In the process of rebuilding this 96 or 97 DS 48v. Have no idea what this. Has a wire coming from each end. One end goes to nothing, and the other goes into the abyss. Did it come from the factory or did someone add it aftermarket?

Yep, it's the stock, chintzy CC 16-12v reducer. For optimum battery performance and a balanced pack, replace it with a 30 amp 48-12v reducer.

Found where the other wire goes. It goes to the B- on the controller. Seems like the wrong place to me.

That's the right place. That way the OBC (on-board computer) can measure the drain. If you just put it on the main negative battery terminal, the OBC will not measure the draw, and the batteries will not be charged correctly.

Guess I should've said earlier, I'm running a dpi charger and have my OBC bypassed. Having said that, when I replace it with a 48v to 12v, will it connect in the same spot?

Ok gotcha. So in your case it doesn't matter where you put the negative. I like to run to B-, it keeps the connections at the battery pack to a minimum...

I like your thinking. Another question about the OBC being bypassed, do I need it at all? As in, can I remove it?
