Little Black Box???

As I was removing the resistors and vglide and solenoid from my 89 cc this weekend I found a small black box mounted on the drivers side of the frame toward the back. Two wires, one from solenoid, one from vglide (I think.) What is it and do I need it. In all my reading here, I have not seen a picture or heard of this. Thanks in advance.
