Default Charging Issue on '97 CC-DS w/Powerdrive

Hey guys, wanted to see if anyone has ran across this or can help me diagnose the problem. My neighbor came over with his CC and said he thought his batteries were going bad or his charger was not working correctly. He has the original Powerdrive and it seem to be working (although it only goes to 10 amps on initial plugin as compared to pegging out like most I've seen do). We hooked it up to my Powerdrive 3 and it immediately pegged out the 15 amp gauge and stayed there for an hour and then slowly came down to ~7.5 amps and stayed there all night as this morning it was still reading the same. I checked the pack and got 58.1 volts. I left it a few more hours and it was at 62.3 volts but still at 7.5 amps. I got worried and disconnected it (charged for over 15 hours) and let it sit a few hours and checked the pack again and got 52.3. I plugged the charger back in and it settled right back out to 7.5 amps. I disconnected it and then reset the OBC. After that I hooked the charger back up and it went up and came right back down to 0 amps but did not cut off the charger. I left it for well over an hour and it never read any amps but did not cut off. I disconnected the charger and drove it around for about 15 mins and then plugged it back in and after pegging out 15 amps for about 30 mins it settled at 7.5 amps and is still there 6 hours later.

Note- My CC charges right down to 0 and cuts off when hooked to my charger and that is the one I am using on his.

So my concern is does this indicate a bad OBC or is there something else amiss? Thanks for any input or ideas.

'97 CC DS
48 Volt (6 x 8 volts)
2 year old Trojan batteries
All the usual has been done (cleaned terminals, water levels full, OBC reset, checked batteries individually and were all 8.3v to 8.4v, etc.)

If his charger wasn't working properly and he severely depleted the pack voltage, it could very well take 16 hours to charge.

And another strange thing: I noticed when it is plugged in and charging that the carts drive system is not disabled by the OBC as it should be. It will absolutely engage the drive system if you turn on the key. (I found this by accident when I knocked it into reverse as crawling across it and happen to hit the pedal)

Another 14 hours and its still at 7.5 amps. I just checked the pack and it was 63.2 volts so I unplugged the charger......... Does this mean the OBC is the culprit??

Let it go until the charger turns off. It can take 16 plus hours. Volts can get high, amps will be low. Let it go

That sounds like some worn pedal linkage causing the micro switch to energize the drive system all the time. Check to make sure the pedal comes all the way back up and you here the micro switch click off. That will also deplete your batteries pretty quick if the key is left on.

I'll try letting it charge again, but the pack is reading 51.4 volts and all the batteries are in the 8.4/8.6 . Based on the specs of the OBC, it should not even be turning back on other than to sense the voltage and then cycle back off. (Off which it will not do unless I reset the OBC again and then it goes down to 0 amps but does not turn off the charger as it should.)

Does the charger turn on immediately when you insert the plug into the charger receptacle on the cart or is there a delayed turn on?

It is immediately. There is no ~10 second delay like there is when I plug mine in.

OBC is stuck ON. Replace it ASAP or you'll have deep fried batteries.
