Default how to tell if my fuse is blown

How do you tell if the Fuse assembly for 48-volt receptacle Club Car is bad? I've never seen a fuse like that. Please forgive my ignorance.

It is usually pretty obvious but a voltmeter will definitely tell you

Can you elaborate on the "obvious". The only fuses I am familiar with are blown if you can see the broken connection. This one is like the picture in the link.

Mine had a crack visible in it, so I changed it out

If you are talking about the copper one in the glass there would normally be black residue on the inside and the fingers of the copper would be gone.
