Default 2013 Precedent surging

So this just started but when riding and anything other than full throttle my cart has started to surge. It seems to slightly do it at full throttle but nothing like it does at partial. Any ideas of where to start.

Brand new batteries.

Mine did a similar thing it turned out to be the speed sensor on the end of the motor.

Bad MCOR more than likely. The MCOR is the throttle control device attached to the base of the accelerator pedal. When they get old, they can not provide a clean signal to the controller and the throttle will fluctuate. It's a VERY common problem. We just need to identify which one you have in order to point you towards the correct replacement part. The 2013 should have come with an MCOR3, which has now been discontinued. It should be replaced with an MCOR4. The MCOR4 is a direct replacement. If it's an early 2013, it may be equipped with an MCOR2. If so, you'll need the MCOR4 conversion kit, which includes a new MCOR4 and the proper conversion pieces in order to use it. Is there any way you could pull up the floor mat and take a picture of the two plugs that plug into the MCOR unit? I can identify it by looking at the photo.
