Default EZGO Torque

I put a 700 amp controller and 4 ga. wires. Cart still has stock tires. I thought this would give me the power to climb hills in the neighborhood with no problem. It is still slowing down considerably. Can an electric motor lose power over time or does it work or not work? Any input is appreciated.
