Controller interchangeable?

When I purchase my cart it came with two extra controllers. The original controller is Curtis 1204-410 which is 225 amp. The extra controllers are Curtis 1204S-5401 which is 450 amp. I tried to swap them but only get a solenoid click. Are these controllers able to be interchanged?

Your 1204-410 is a 5k - 0 (MCOR) throttle whilst the 1204S-5401 is a 0 - 5k
