1994 electric golf cart ds steering wheel starts to turn wheels then the steering strips out And wheels stay is same position even while I'm turnin steering wheel. Is the the rack and pinion screwing up? The knuckles below keep turning even as I'm steering.

Yes, you may have a broken tooth on the rack or on the pinion gear.
I think you can buy just the rack or pinion gear but you may as well replace the unit since it's a 94.

Dang. Ok thanks. Also on the other working cart I have the knuckles rub when I turn so the steering gets stiff at the spot the two knuckles are rubbing but when I pass that spot it is easy to steer. When I pull the steering wheel there is slack and it actually keeps the knuckles from touching but I can't drive like this the whole time. Would there be anywhere to put washers where I can stretch the steering shaft about 1/2 inch?

Here are the diagrams for the rack and column on a 94 DS.

Sounds like the knuckle is wore out. No putting washers in there.
You need to see where the play is when you pull on the wheel.
Have someone do it and look at the knuckle for movement.
They are a close fit and if it fails you will have movement and binding.
There should be no movement when you pull on the wheel.
If the pinion has slack there is a rebuild kit I believe.

Ok. Thanks guys. Good tips and I'll start looking and see what I come up with. If anything I'll rob parts off a another cart to make this one work. Thanks. Looking like it's in the steering column though. Will update when I can.

UPDATE: Turns out the bottom bolt on the u joint to the rack had worked itself out.. Tightened it up and now the steering functions properly..
