Default 2000 CC DS 48V Solenoid clicks but won't go

We've changed the controller, solenoid, motor, v-glide, and checked the F&R as well as checked the wiring and no broken wires found. Cannot find problem. Any other ideas?

This is a Series cart right?

Make sure Your controller has the inputs it needs to work.

Set your meter to DC Volts.

Disconnect the Terminal #1 from the controller and make sure You get +48v when the pedal micro-switch closes and solenoid clicks.

Set You meter to Resistance (20kΩ scale if available).

Disconnect the Terminals #2 and #3 from the controller and measure the resistance on those 2 wires from pedal up to pedal down.

The meter probes can go in either wire.
FNR in Forward = 5.5kΩ-0Ω
FNR in Reverse = 10.6kΩ-5.1kΩ
Make sure you don't get any 0L (open line) on the meter after you hear the pedal micro-switch click.

Yes it's a series cart. It's got good voltage and resistance.
*edit*
Oh, and no OL.

If You are certain the FNR high current cables are wired correctly, let's check the actual throttle voltage since those controller don't use a resistance throttle.

Lift one rear wheel off the ground for safety.

Set the meter to Volts DC (20v scale if available).

Key Switch ON.

FNR in Forward.

Disconnect the Yellow wire from Controller terminal #3 and measure the voltage on that wire from pedal Up to Pedal Down, make a note of the voltage when You hear the solenoid click.

Please post your voltage readings.

Tested it and when the solenoid clicked it was at 1V. When I throttled it the more I gave it the more it went up till it stopped at 7.8.

I don't think the 1v would trigger an HPD fault even if the controller had the option.

Keep the wheel raised and plug the terminals back on the controller and set your meter to DC volts.

If the controller is responding to that throttle input, the voltage on M- should change.

Measure the voltage between B+ (positive meter probe) and M- (negative meter probe).

It should range from close to 0v at pedal UP to +48v at pedal Down.

If no change the controller is bad.

If the voltage changes your FNR high current cables may be on the wrong posts.

Put a 3rd motor just to make sure. Turns out, the first 2 were bad. It's running now.
