Default Solenoid problem

Should the passenger side solenoid engage with the forward reverse microswitch? The problem I'm having is there is no low speed or possibly low speed at full throttle and full speed at partial petal. I am in the process of changing solenoids but I have one getting hot with only the key switched on. I'm trying to figure out the process of where power goes first
