If they installed brushes that were too small they could have jammed in the holders at an angle to the commutator, hence the high pitched whine. They could then have caused sufficient friction and drag to stop the armature and cause some overheating in the windings, hence the heat and smoke.

Whatever they have done, it is their fault and they will need to rectify it even if it means rewinding the armature or even replacing the motor. Given the heat and smoke, I doubt if it is as simple as replacing the brushes with the correct ones but it is impossible to tell from a distance.

The bottom line is that it is their fault so don't accept a fix that is not perfect.

I wouldn't be surprised if they forgot to install the brush springs on one or more of the new brushes in the set!
