Default 95 48V Electric CC does not move in Fwd or Rev

Last used by my sister two years ago.
I Charged batteries and have 49.1 Volts. 8.1V avg in each battery.
When pressing pedal in Fwd or Rev car does not move and can not hear any clicking.
Can hear reverse warning.
Also Battery light on dash remains off.
Accessories (horn brake lights, etc work OK)
Wiring looks ok, that is not frayed, etc.
How can I troubleshoot the problem?
Solenoid, OBC, Motor, etc?
Where can I get a wiring diagram?
