Default Voltage high (?) when plugging in charger

I have a 2000 Club Car Carryall 2 (pre IQ) with a recently replaced OBC. I replaced the OBC because the cart wouldn't charge anymore. After replacing it charged fine, at least I thought so.

I check the cart about a month later and the cart hasn't been in use. The batteries were low (around 46 V) so I decided to plug in the charger. I heard a spark like noise a few seconds after plugging in, I got worried so I quickly unplugged the charger. I checked fuses to make sure nothing had blown; all the fuses had connectivity.

I decided to hook my multi-meter up to see what is going on when plugging in the charger. While checking pack voltage I plugged the charger in and as soon as it turns on the voltage jumps to 64 V almost immediately. I know that with most club cars that I've looked at, they'll gradually build up voltage to like 52-54V after plugging the charger in.

I tried another club car charger and it did the same thing except it jumped only to 57V instead of 64V. I've tried this multiple times with pretty similar results on this cart.

Is this due to bad batteries? or should I be looking at something else? Or is this normal?

It sure sounds like the OBC is acting up or you caught it on the day before the maintenance cycle which is every ~15 days.

I just went out and checked mine ('07 with a PD3) as it hasn't moved since Friday. It was at 50.2v's. I unplugged and replugged it and by the time I placed my DVM on it I had 54.1v's and 5 mins later I had 56.5v's.

With your pack being as low as it is, it could be that the charger is just pushing harder, but you are correct, they usually gradually work there way up. 64v is the max you want to see, so maybe plug it back in and give it an hour or so of monitoring and see if the algorithm changes.....
