Default Thought it was the batteries

My neighbors Club car precedent with four 12v batteries was going slower and slower after only about three miles. Batteries were four years old so he replaced the batteries. The cart is still going slow. I have not looked at his cart so no voltage readings. He states charger is working fine. So my question is if the batteries are fully charged and the cart just isn't going like it should, what should we look for? Motor? Not getting full throttle output from MCOR?
can the controller be in some type of limp mode?

Push the cart on level land. You should be able to push it with one hand. If not the brakes are dragging. You should also hear the roll away alarm. If you don't you have a defective speed sensor. This will put you in limp mode. One last thing measure across the solenoid with an ohm meter. If you read 0 ohms the contacts are welded shut. Replace.

Ouch! That hurts. He should definitely verify a "full" charge (should be ~50.9 or more) and then if so, as soon as it does it, stop the cart and have the rocker switch in neutral and pump the Go Pedal 25-30 times and then try it again, if it runs better, you need to replace the MCOR.

Hate loose ends. Thanks for your help, I called my neighbor and asked if he followed through with the suggested trouble shooting steps. His answer.....No yaknow it's slow but reliable. So I said OK see you at happy hour.
