I am not an expert, and you should be hearing from them soon, but could your OBC just be bad? My charger will do what I guess is an initial check to see if batteries are minimally charged, drop momentarily to zero, then start charging.

I might be wrong as I too am learning but if the batteries are that low they are essentially next ro dead and the charger won't kick in. I have heard others say to charge batteries individually with a 12V charger to bring them up a bit then try the 48 volt charger.

The negative wire from the charger receptacle is not completing the circuit all the way to Controller B-.

The most likely issue on a Precedent is the SCR inside the OBC failed, but check the 10 ga wire from the negative receptacle socket to the OBC and also the 10ga negative wire out of the OBC that goes to Controller B-.

Unless You have 2 defective chargers, what happens is if there is no negative connection, the current that keeps the charger relay ON will cause the ammeter to deflect in the negative direction.

If this was a DS instead of a Precedent, that would indicate the fuse on the charger receptacle was blown.
