99 club car 48 volt has rocker switch with diag plug hole in bottom of switch
Step on throttle and solonoid clicks and tire moves half turn then nothing.batteries charged and hydrometer test good.pack voltage 51volts

That is because you are only getting the capacitor charge from the controller. Your solenoid is not closing in or the current is not transferring. If it is, you have and issue with the V-Glide/MSP.

Look underneath beside, or coming from the go pedal. You'll find something. MSP or mcor.

Cleaned inside mcor and even tried bypassing two pin connector.backup buzzer is intermittent.one time I hit pedal easy and tire kept spinning then tried again and one turn and stopped.same in reverse.

If it has been retro fitted to an MCOR, then unplug the two pin connector from the MCOR (under the floor and connected to a linkage from the pedal) and jump out the connector with a paper clip or a small piece of wire. It will be a blue wire and green wire connector. If it runs with the jumper in place, your MCOR has failed. Get one here https://www.revolutiongolfcars.com/mcors

Did bypass and nothing.upgraded to mcor4 conversion and still nothing.when I put in fwd hit pedal slow wheel turns a little then stops.in rev takes a bit for buzzer to sound then same thing.moves a little then stops

Now check your 2 small posts at the solenoid. There will be a light blue wire on one side and a blue wire w/white strip on the other. With the key On, rocker switch in Fwd, and Go Pedal depressed, you should have pack voltage between them. If not, you are losing either the 48+ or 48-.
