Default 98 club car wont go

Ive just purchased a 98 club car 48 volt. I bought the cart not running and the previous owner has replaced the motor and one of the solenoids and it still wont run. Ignition works and reverse buzzer works but thats all. Solenoid doesnt make any noises.
I think my cart has the regen motor as it has a tow/run switch and also has dual solenoids. What should i be testing for?
Batteries test at 48v and there is 48v at the solenoid also

Regen 1? What does the controller look like? Is it shaped like a T and says “Club Car” on it?

That would be a Regen 2 Cart so the 2nd solenoid is only for the dynamic brake. On the 1st solenoid you need to be checking for the 48v at the 2 small posts. If not, you need to see where you have lost the permissive at (on the Pos activation side (Light blue wire) or the Neg activation wire (Blue w/Wht Stripe))

Ok so im not getting any negative on blue white wire. Im thinking the issue is either the throttle or the speed controller. Where should i be testing next?

Yes ive bypassed the obc. Connected blue and white wire with a fuse. The reverse buzzer works but no go in either reverse or forward. Tried manually triggering the solenoid and still no go. Solenoid is working fine when triggered manually. Ive tested the microswitch in the throttle mechanism and that seems to be working correctly but have not tested the resistance of the throttle as im not sure which wires and what resistance to test for. Should the solenoid engage once the microswitch is activated in the throttle or once the computer senses resistance?
