Thank you NoleFan4Ever. BPV is 48.20. When probing the two large posts of solenoid without jumper cable we get 47.16. With jumper cable on solenoid without activation we get 47.23. When we depress pedal with car on and in forward, we get activation on solenoid and voltage on large posts drops to 0. The car does not run.

Ok, then you have throttle input, you have voltage to the controller, now lets check that controller output and see what we have... You can measure what the controller is putting out to the motor between the M- on the controller and the B-. The voltage should be about 48vdc (or pack voltage) when the pedal is pushed just enough to engage the solenoid and then decreasing to 0vdc when the pedal is pushed all the way to the floor. (And Yes, you will need the jumper in place a activating just like you were driving the cart)

Ok. So we get BPV when solenoid clicks but it does not decrease as we push pedal down all the way.

Then you have a failed controller and a bad OBC.
