Default 1986 club car, 36 volt. No power in reverse. Cart has new batteries

My 86 club car 36 volt has new batteries, when charged they have a combined 38.4 to 38.6 volts. When I put my cart in reverse it wont hardly pull itself. I have tried switching f@r wires at selector and then it wont hardly pull itself in forward. I also think it is low on power in forward because when going up a slight hill it is very slow. I have tried running reverse with 36 volt and it is much better but just like in forward it is still pretty slow uphill.
I dont have a load tester so I took the three batteries used for reverse and switched with the other side, thought that may show if I had a bad battery under a load, made no difference. I was hoping for some help from the experts.

I'm assuming you have a resistor cart with a series motor?
Typically F/R was done on these by reversing the polarity of the series field in the motor with the F/R switch. So, if you have a bad contactor it would have the same affect in fwd and reverse. The older resistor carts had the reverse power (on the F/R switch) connected to battery #4 so that only half the voltage was applied in reverse (for slower speed.) I would check your connections and the main contactor first. That would be my guess.
