2007 Club Car DS limp mode power cutting off

Hello I posted here few years back before gmail was banned. Anyway my cart is giving me grief and I'm unsure what I should do next to pinpont the problem.
Cart is 4x 12v with the toggle f/n/r switch and speed setting 3, at setting 3 it seems it disables regen.
Now with the symptoms with 1 person in cart:
I fully press the pedal and the cart goes full speed for a couples of seconds then it seems the power is cut off, cart slows down, then power seems to be ok and speed picks up for a few seconds then power feels like it's cut again and the cycle continues indefinitely.
With 4 people in the cart it fells like something is limiting the power like limp mode unless I go downhill.
I did the speed sensor test and the cart beeps after rolling 10-15 feet but does not slow down. The cart beeps if I backup, it also occasionally beeps when lifting off the pedal to slow down.
I took off the speed sensor and the magnet are intact although I was expecting the magnet to stonger, cannot hold on to a piece of metal like a screwdriver but perhaps it normal. I had 4 years old T1275 and to troubleshoot I installed 4x new Costo marine 120ah 51.4v but the cart is doing the same thing.
Should I change speed sensor or mcor or OBC?

It was the speed sensor. I borrowed one and no problem.
