If it was converted to an IQ cart it would have an MCOR. My 00 CC had a v-glide and when I converted over to IQ. I had to replace it with an MCOR.

Regen 1, 2 and IQ all had a rocker switch - if the cart has the original throttle (and it really is 1996) then you have a CVP (Pot Box) under the floorboards very close to the pedal itself. They are no longer available and require a DS Pre-MCOR to MCOR4 Conversion Kit, if it has failed. If it has a big Lever to switch Fwd/Rev it still most likely has the Pot Box.

What joesam is saying is if it has a manual FNR as you describe it came from the factory with a pot box under the driver's side. Is this a series motor?

Make sure you're using factory parts. If you're using the China-made MCORs that could be your issue. The factory parts seem to last much longer. In my experience, MCORs typically fail on vehicles that rarely get used. I have several customers with early 2000s DS cars with the factory MCORs still in them and working fine, but they use them daily.
