Default 48volts on all motor terminals

I have been going over this 2004 precident all week. It had no batteries at all, I purchased a new set today and installed them. I discovered a couple of connections to the motor that were not according to the diagram and corrected them. I was able to get the wheels to turn briefly but only in reverse. That was regardless of the switch position, forward or reverse. One position gave a faster rotation but still in reverse.
I have double checked the wiring and disconnected the motor to check it per the manual. It checks good. The last time I tried it I heard a hum but had no rotation. In checking the motor terminals I found 48 volts on all 4 terminals.
Having the key on or off made no difference so I disconnected the batteries for the night as I had other things to do. Sorry, I have done no searches and donít know where to start on this tomorrow. Any advice is appreciated.

If you are getting 48v on all four (4) terminals (A1/2 & F1/2) then there is an internal short in your motor..... Did you do a continuity test?

Were all cables completely removed from the motor when you performed the test?

all were off.
I just checked it again. motor was fine.
I checked the leads to the motor.
48 volts on green and orange
20 volts on white
5 volts on blue
these are the same with switch on or off and for/rev in any position.
I am thinking controller but I don't want to jump to quick on that.

The controller sinks (negative) it does not source (positive) motor hooks direct to positive

If you probe just the A1/A2 wires and get the solenoid closure you should have ~5vdc. As you increase the pedal travel it should go to 48vdc.

Do you check this with the wires connected to the motor or not

You can leave them connected as long as you are certain there are no motor shorts.
