Default '91 CC brakes?

I have been working on renovating this thing, 91 Club Car, ..

What is the best method to set the brakes?

I have very little WHOA!

Do I need to adjust each wheel brake. Before I tear into the brakes should buy dics or drum pads?

That is what I meant!
