Default 48 volt chargers

Hello,
I have a 1998 48V club car and need a new charger. Which is the best and least expensive. Have checked all batteries and 4 of the deep cycle 8 volt batteries read 8 volts and 2 show 7.95 volts. The charger does nothing when plugged in and no obvious problems when I opened the case. Plugged charger into another 48V club car and the charger didn't do anything.
