Since you now have the volt-meter working , check across the entire pack.
Post Voltage here !
Double , Triple check all Battery cables for damaged or loose connections.

Try resetting the OBC !

I was able to charge the pack by bypassing the OBC. Ive run it a bit today, but it's reading 8.3v each right now and 49.8 across the entire pack. Yesterday when I finished charging, and letting stabilize for 2 hours, Each battery read about 8.5. I did not take a pack reading then.

I did a search on how to reset the obc. Problem is that I dont have a reverse buzzer! Can I just disconnect the neg term and put in Go and weight the pedal and achive the same thing?

Why does the Reverse buzzer not work , defective or just disconnected.

Just follow the procedure and hold it for 2-3 minutes .

" Reset the OBC and try charging again.

OBC reset
1.Remove the positive and negative cables from the pack
2. Place the F/R switch in reverse
3. Slowly press the pedal down and hold it for a minute or so. Reverse buzzer should sound until all the power has dissipated from the OBC"

FERBM- I dont know what to say about NOT HAVING A REVERSE BUZZER? I have always had the buzzer operating when I reset an OBC. I would think that by adding some type of load ( light etc ) that could bleed the power out of system would work, but not sure what that could be other than the factory unit? To get at correct contacts you would almost have to remove dash and then you might just as well replace the buzzer IF ITS DEFECTIVE?
Have you disabled the buzzer or has it been that way all along?
Check your wiring diagram for proper micro switch and see if lead or leads are disconnected as this is common because of the TERRIBLE SOUND. If they are not disconnected try moving the micro activation lever, with key on and see if the buzzer works, as this is a common reason for it not working.
Im sure someone like SCOTTYB or others have an easy way to bleed power out with batterys disconnected other than the buzzer.

I re-connected the buzzer, then disconnected the batteries. I put the cart in reverse and set a brick on the pedal overnight. I re-connected this am and hooked up the charger and nothing happened...

Is it time for a new OBC?

Well going back and re-reading the thread,
1. Your neighbors known good charger will not come on either.
2. The OBC will not reset (after reverse buzzer was reconnected)
3. Bypassing the OBC allows the charger to come on .

So I would say yes ,
But lets get a second or even a third openion before You spend the money !!

Im afraid that you will have to replace the OBC, BUT lets do like GMORRISON says and check with OTHER EXPERTS FIRST. OBC are not cheap so be sure before buying new one.

Mine did the exact same thing beacause I had one dead cell in a battery.
When I charged all 6 and took a reading for the whole pack it seemed OK but when the go pedal was pressed the cart starting shuttering.
After must frustration and some help here I found that there was 1 dead cell(in 2 year old battery).
Replaced only 1 battery, charged and it has been working ever since.

But I think this is a bit different. Now that Ive bypassed the OBC and gotten a full charge, the cart runs perfectly. I just have to bypass every time I charge... Not a good longterm solution.
