You must check batterys to find out why " Does not have much power at these slow speeds"
We need hydrometer reading for each cell, in each battery then the voltage readings for each battery and then total battery PACK voltage. This needs to be done at least one hour after charging pack to allow it to level off. Look at my previous post about battery testing.
Question after running cart for awhile do you have any HOT cables, contacts etc other than resistors? They will be warm but hot only if run very slow over a long period of time.
