battery charger help

i just got a 36v 88 club car. when i plug the charger in it clicks and then hums but is not charging the batteries. there is a volt meter built into the upper left side of the chargers front. when i unplug it or hit the stop sharge button it stops humming. also if i unplug it from the battery pack the voltage lights will spike. i did check pack voltage and it seems to be ok, but i know the batteries need charging as it is moving kinda slow. batteries have water covering plates but i didn't have stuff to check them at the campground.

so my question what can i look at on this charger to see what is wrong? i did some searching but didn't get to far...

So tha pack voltage when you checked was ....
Get Voltage reading without charger plugged in,
plug charger in and read pack voltage again ?

Does the 88 have OBC ?
