Your solenoids are working in correct order, #1 only turns power on to rest of solenoids. the rest should make the motor turn faster with each click as you said. Numbers 1 battery, and #5 and #6 batterys are questionable? I would do a hydrometer test of all cells and post readings, with a good temperature correcting hydrometer. So often the numbers 5 and 6 batterys go bad first on club car?? with only 36.6 volts total, and with "fully charged up batterys" 2 weeks ago? It really sounds as if you have one or more bad batterys? This will cause all sorts of problems like you are having, but lets find out for sure about battery condition and them go from there OK?
I had the same problem in reverse on my 1996 club car and found that #5 battery was weak and wouldnt allow pack to charge above 60% even when charged for days at a time.

Place the VOM on the tab and then go load the car, should not lose much tension if the batteries are good

How are the batteries numbered in the car? Facing foward, left to right, which is number 1?

Battery order 36 volt
#1 passenger front, #2 passenger rear,#3 passenger center, #4 driver center, #5 driver rear, #6 driver front
Battery Order 48 volt
#1 passenger rear, #2 passenger front, #3 passenger side, #4 Driver side, #5 Driver front, #6 driver rear
