Just bought a CC...is it stolen?

Hi Guys....brand new to carts and the site.
Few questions, most important one first: I just bought a pretty banged up CC from a yard sale for $350. I should have checked here and asked 1st, but how can I tell if this was stolen or if it's legit? The guy does construction and said he used it on one of his sites. I see the serial # sticker...where would I check that out, the DMV? I'd like to eventually make this street Legal.

Also...Steering is shot...wont turn left and rear tire is flat. somthing with the "spline" maybe? I saw this kit on Ebay and was wondering if I should go for it:

Is it worthwile and how hard are they to install?
Not really going off road at all.

Anyone live near Ventura, Calif and wanna help me fix this thing up? I'll keep you in beer & Pizza.

I have never heard of any central location to track stolen Carts.
Check with local police and see if any are reported which match your carts description.

And the Ebay link no longer works, check with the http://www.buggiesgonewild.com/site-sponsors.php on ere they have everything U need and are here because they can be trusted .

If you take the number to the po po they might be able to run in a data base of stolen property to see if stolen.
