Precedent cart will not move

I,m working on a 2004 Precedent cart. I hear the acc switch click but not the sol. I replaced the sol and still have the same result. All wires are good and I have 48 volts to both big posts on the sol. When I step on the acc pedal I get 48 volts on the blue wire on the sol.

Well cartdoctor , with a handle like that perhaps I shoud be asking you whats wrong ?
