Default Slow start shudder

Cart is 48 volt. Shudders on slow start but is fine if you punch it. Have no manual so flying blind. It has 1 year old batteries that check good.

Model year ...etc.
Battery readings , measured 30 minutes after complete charge.
History - how long has this been happening ?
