Default Club Car wont take charge

One of my carts will not eccept a charge, i have tried it on at least 3 other chargers that work for my other carts and still nothing, i have no idea why this is occuring. I have brand new batteries in the cart and brand new cables. All the batteries have at least 16 volts of energy so the charger should work... It is so dead it wont move... please, any suggestions?

Thank you in Advance,
Cart Guy

If the cart is so dead that it can not move then the batteries are so low that the charger can not see them AND if they are new batteries you are ruining them!

If its a 36 volt then the batteriesshould be at least 6 volts each. If its a 48 volt then they should be at least 8 volts each. How are they 16 volts each? Maybe I am lost?

Okay 48 volt cart, sorry about that, i see how that could confuse you, i dont know what i was looking at when i wrote that. The pack has 28.8 volts as a whole. Im aware that it needs like what, 36 volts to have the charger turn on, but i had it up to 42 volts (got there by jumping it with another cart, maintance manager told me to try that just to get it high enough) and nothing happend.

It must be the OBC...

But im not sure how my volts dropped so dramaticly over like 7 days...

i have been having the same type of problem..i followed the reset of obc same as u are with no luck. so instead of 5 minutes i waited 30 minutes with a brick on the accelerator... the second time it took. i have a 96 as well and i have read here that is a problem year for obc/charger.
