Has he followed the recommended breakin proceedure for new batteries ? Do either of you have a voltmeter? Can we get some readings on these batts an hour after the charger shut off or now?

Let the charger stay on until it cuts itself off .
If he has the correct charger it will time out after no more than 16 hours.

Check Battery Fluid levels , check pack Voltage around 36 Volts, put back on Charger until it completes.
Wait 30 Min and check pack voltage again.

Opinions vary on the time but, the batteries will have a falsely high reading when first removed from the charger ..... This high reading will settle in an hour or so of SITTING...
If you charger is running too long, you may have a battery with a problem. A Hydrometer is an easy way to see if you have a bad cell?
