Sometimes Jumping a Sloenoid causes more trouble than it solves. There is enough amperage to weld with under the seat of an electric golf cart. I say this because a lot people are too quick to suggest jumping the solenoid to a novice mechanic. In this case the solenoid was already Clicking which means it was working in 99.9% of the cases........now it is not.
First you have to understand what a solenoid is and how it works.
It is a simple high voltage switch between the large posts.
It is actuated by positive & negative current at the small posts.
It is likely you no longer have the pos and/or the neg at the activation circuit.

They made 2 drive systems in '93 we need to know if your cart has resistor coils behind the batteries?

Thanks for your quick response, it has NO resistor coils behind the batteries.
